Enabling Implementation of Forest Sector Reform in Georgia to Reduce GHG Emissions from Forest Degradation

Implementation period: 2020 – 2027
Aim: The project aims to decrease emissions from forests degradation through sustainable forest management, as well as promote the energy-efficient and alternative fuels, to reduce fuelwood consumption as the main driver of forest degradation.
Duration of the project is 7 years and it will be implemented with the 3 components:
Component 1: sustainable forest management;
Component 2: market development for energy efficiency and alternative fuels;
Component 3: livelihood opportunities and local-self-governance in forest management.
The project intends to support eight municipalities in three target regions to implement Sustainable Forest Management (SFM) on 270,807 ha, based on the new forest code and related secondary legal acts. In addition, the project will facilitate the use of energy-efficient stoves and alternative fuels (e.g. briquettes) to reduce fuelwood consumption.
Expected results: As a result of the project, emissions of greenhouse gases (GHG) will be reduced, equivalent to approximately 5.2 million tCO2eq over 7 years. Furthermore, the project will strengthen institutional and regulatory systems for low-emission planning and development, at the national and regional levels, as well as improve law enforcement.
During the development process of the project proposal following documents were prepared:
1. Gender assessment for a project submitted to the Green Climate Fund (GCF);
2. Environmental and social impact assessment and environmental and social management plan.

Implementer: The project will have five Executing Entities - the National Forestry Agency (NFA), the Department of Environmental Supervision (DES), the Environmental Information and Education Center (EIEC), the Agricultural and Rural Development Agency (ARDA), and Gesellschaft für Internationale Zusammenarbeit (GIZ).
